According To Wikipedia

Poland has more villages, precincts, states, territories, or any other type of administratively delineated geography than any other place on Earth.  That’s not official or anything.  This is only through my two + months of random wiki sessions.  I have no hard numbers, except for tonight when just now, clicks 3,4 and 16 (out of 16 total clicks) were again for some town or province in Poland.  For this reason, Poland is becoming more fascinating to me.  And for the same reason, I’m getting fed up with it.

*Edit* Is Jimmy Wales Polish?  Cause I just spent the past 30min random’ing around, and I hit Poland wikis almost 20 times.  Which must be statistically bizarre right?
